A social scientist by training, technologist at heart.
Dr Gert Hilgers is a strategic translator working where technology, policy, and geopolitics & geo-economics converge. Through work and research stints in Brussels, Berlin, and London - as well as Bangkok, Shanghai, and Singapore - he has honed his ability to turn complex ideas into a shared vision across cultures and disciplines.
In Europe’s public-sector innovation sphere, he shapes the technical, institutional, and human layers of interoperability: advancing Local Digital Twins, the Citiverse, and responsible Generative AI via roles with Open & Agile Smart Cities & Communities (OASC) and the International Telecommunications Union (ITU).
His practice rests on a PhD in International Studies, long-standing research on Europe-Asia relations, and interdisciplinary academic roles, including a prior Assistant Professorship (Research) at the University of Warwick and a 2025/26 Guest Researcher position at DTU Compute, keeping him plugged into frontier research. This work is complemented by his active membership in the Urban Innovators Global (UIG) Guild, through which he continues to foster global dialogues.
